Accepting a scholarship offer, she joined the University of Tennessee Women’s Basketball Team, a decision driven by her admiration for the Lady Vols and Coach Pat Summitt. She became one of the last players to sign with Summitt.

Carter began her college career by participating in five games during the 2012–13 season before a redshirt due to injury. Her notable performance led to her inclusion in the SEC All-Freshmen Team for the 2013–14 season. Furthermore, she showcased her defensive prowess by leading the conference in steals with 80 during the 2014–15 season.

Regrettably, persistent injuries compelled her to retire after her redshirt junior season in 2015–16, thereby dashing her aspirations of playing in the WNBA. Throughout her time with the Volunteers, Carter maintained an average of 6.4 points per game and accumulated 199 steals, leaving a lasting mark on her Vol Career.
